The World Health Organization<a href="https://www.healthline.com/health/mental-health/burnout-definition-world-health-organization#A-change-in-definition-may-help-remove-the-stigma-that-surrounds-burnout" target="_blank" rel="noopener"> (WHO) defines burnout</a> as a “syndrome that appears because of chronic stress in the workplace, that hasn’t been dealt with”.</p>
<p>If you are wondering how to know and how to recognize burnout, there are three main symptoms according to the WHO:</p>
<ol>
<li>A feeling of exhaustion or lack of energy</li>
<li>Mentally disassociating from work and having negative feelings regarding your own career</li>
<li>Decreased professional productivity</li>
</ol>
<p><a href="https://www.prnewswire.com/news-releases/study-finds-76-of-us-employees-are-currently-experiencing-worker-burnout-301191279.html" target="_blank" rel="noopener">Research conducted</a> on American workers last year has shown that around 2/3 of employees had burnout, triggered by sudden changes in the work environment, by being pressured by deadlines and tasks, and the uncertainty regarding the pandemic and the political climate. In the UK, the situation is even worse, where about half of the employees experience burnouts, and the research also shows that the chances for burnout occurring are the highest <a href="https://metro.co.uk/2020/09/21/32-is-the-age-we-are-most-likely-to-experience-burnout-13300910/" target="_blank" rel="noopener">at the age of 32</a>.</p>

</div><div class="fusion-text fusion-text-35"><p>According to Dr. Maslach, there are <a href="https://blog.rescuetime.com/burnout-syndrome-recovery/" target="_blank" rel="noopener">three types of burnout</a> syndromes: individual (high personal goals, professionalism, the inability to say ‘no’, unrealistic expectations, insecurities), interpersonal (negative relationships at work and at home, bullying, the feeling of not being accepted and appreciated at work) and an organizational burnout (too much workload, unreal deadlines, poor organization).</p>
<p>Burnout doesn’t just appear out of thin air, it is a consequence of being exposed to very intense pressure for a long time. And the<a href="https://www.sciencedirect.com/sdfe/pdf/download/eid/1-s2.0-S0002961016305700/first-page-pdf" target="_blank" rel="noopener"> duration of that exposure</a> is the biggest difference between stress and burnout, the latter being the most critical one. If sometimes you feel nervous because of a work task or mentally drained at the end of a week, then it’s stress. However, if you have reached a level where you don’t want to, you can’t or you don’t care about going to work because you “simply don’t care about anything”, then it’s burnout.</p>

</div><div class="fusion-text fusion-text-37"><p>Calmer, an organization that does mental health coaching and preventing burnouts in the UK, says that there are <a href="https://www.thisiscalmer.com/blog/5-stages-of-burnout" target="_blank" rel="noopener">5 stages of burnout</a> syndrome that will help you in recognizing it and realize where you’re at currently.</p>
<p>The first phase looks like a ‘honeymoon’ and it includes optimism, ambition, and energy towards working on something new or towards a work task. In this phase, we surrender ourselves to new challenges, we feel responsible and we want to prove ourselves. This phase is usually accompanied by high levels of energy and productivity. If you establish a good mechanism, you can stay in this phase for a long time and it doesn’t have to have negative effects on your mental health.</p>
<p>The second phase includes losing the optimism, occurrence of stress, anxiety, avoiding responsibility, and general forgetfulness. Physical symptoms like tiredness, lack of sleep, headaches, and accelerated heart rate start to appear. All of this, of course, affects our productivity and emotional state. We become irritable and dissatisfied.</p>
<p>The third phase is characterized by chronic stress and the increase of the previous symptoms. We become angrier, more aggressive, and chronically tired. We get sick more often and we often deny having problems. We lose control and close inside ourselves. Procrastination with random panic attacks replace productivity, and they are often followed by consuming alcohol or too much caffeine.</p>

Escaping reality, pessimism, and the feeling of emptiness become regular in our everyday life. We constantly feel trapped and we want to run from everything that surrounds us – work, family, friends, and we forget to take care of ourselves. It’s like an autopilot has taken charge of our lives and the days are becoming gloomier.</p>
<p>The final phase is when the burnout phase becomes an integral part of our lives and ourselves. We are completely mentally, emotionally, and physically drained. We have surrendered ourselves to such a condition, to tiredness and depression. Sadness, unhappiness, and pain now seem normal to us.</p>

<p>Postponing rest and downtime because you are too busy is not a good tactic. When you feel you have reached a certain level of exhaustion, afford yourself to relax. Leave the work at work. Take an hour for yourself. Get some quality sleep, exercise, eat something healthy, read a book or reward yourself with something you like.</p>
<p>Another good strategy is to plan your day. Prioritize tasks, input them into Trello or some other program and stick to your schedule. Don’t try to do everything at once, rather do one thing at a time. Things that are not that important, you can do later. Although multitasking is considered a virtue by today’s standards, it doesn’t necessarily mean that it’s good and always efficient.</p>

</div><div class="fusion-text fusion-text-49"><p>In short, a <a href="https://ec.europa.eu/social/main.jsp?catId=471" target="_blank" rel="noopener">posted workers</a> are people that work for their company and offer services in another country for a certain period, but during that work remains in the statutory insurance system of the home country (in this case the Croatia).</p>
<p>Posting a worker is always temporary and during that time, the worker is employed by his/her domestic company.</p>
<p>To get <a href="https://www.mirovinsko.hr/en/issuing-of-a1-certificates-applicable-legislation-eu/384" target="_blank" rel="noopener">A1 Certificates from HZMO </a>posting mustn’t be longer than two years. And the person mustn’t be posted as a substitution for another worker. Furthermore, the legislation of the home country (in this case Croatia) has to be applied for the person at least one month before posting. Secondly, the employer must regularly perform activities in the foreign country where the worker is being posted.  Finally, both the worker and employer are in direct contact during the posting period.</p>
<p>According to <em><a href="https://www.zakon.hr/z/307/Zakon-o-radu" target="_blank" rel="noopener">Labour Law</a>, </em>(NN 93/14, 127/17, 98/19, the employee must give the worker a written employment contract or a written confirmation where the duration of posting, working hours, free days, currency in which the worker will be paid and other benefits that the worker is entitled to while being posted, and the conditions of the worker’s return are stated.</p>

</div><div class="fusion-text fusion-text-51"><p>Any income from work for posted workers are elements determined as mandatory according to the national law or a contract and is therefore applicable. They are applied in accordance with article 3 paragraph 8 of the<a href="https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A31996L0071" target="_blank" rel="noopener"> Directive </a> 96/71/EZ. Salary base and contributions are a standard basis for calculating payrolls for a worker. Regarding posted workers, The Law of Contribution, article 37 states that “monthly salary base for calculating contributions determined by the employee starting form the highest monthly salary amount that the posted worker would realize, i.e., for similar activities in Croatia according to the Labour Law, work ordinance, collective agreement, or a specific regulation, increased by 20%”.</p>
<p>In effect, that means that if, for example the worker’s salary is 10,000.00 kn, the contribution base is 12,000.00 kn (10,000.00 x 20%). Contributions are calculated based on prescribed rates, whereat it is 16,5% to the salary, and pension insurance contributions for I. pillar is 15 % and 5% for II. pillar. The same Law of Contribution prescribes the specific contribution for healthcare. Though, not for countries that are in contract with Croatia regarding health insurance. Or EU countries and others that have been previously mentioned.</p>

</div><div class="fusion-text fusion-text-53"><p>When a worker is being posted in countries that are not members of the EU, i.e., countries that Croatia doesn’t have contracts on social insurance with, paying the contribution to the prescribed base salary at a 10% rate in the case of illness or accident, is mandatory. In that case, the worker himself/herself bears the cost, and HZZO refunds it later. Another option is that the employee ensures the worker at an insurance company in the foreign country where the worker is being posted. In that case, there are no contributions being paid to HZZO.</p>
<p>It is important to mention that other costs, such as travel, food and accommodation can’t be deducted from the worker’s salary. They are being paid out with work incomes. Also, posted workers are entitled to non-taxable daily allowances for field work, as any other non-taxable incomes that the worker is entitled to in his ‘home field’. Non-taxable incomes also entail ad-hoc aids in the case of death in the family. As well as invalidity, rewards, accommodations, food etc.</p>

</div><div class="fusion-text fusion-text-59"><p>You can find the definition for a ‘posted worker’ in the provisions of the <a href="https://www.zakon.hr/z/365/Zakon-o-doprinosima" target="_blank" rel="noopener">Contributions Act</a> ((NN no. 84/08 to 106/18) in article 7, paragraph 13 that states:</p>
<p><em>„13.1. person insured based on employment that has been posted to work abroad by the employer, in accordance with regulations on statutory insurances, the EU social security coordination regulation and trans-national social security contracts during their stay abroad remains in the statutory insurance system of Croatia&#8230; .</em></p>
<p><em>13.2. person insured based on employment that has been posted to work abroad by the employer with the purpose of performing duties in a diplomatic mission or a consular office of Croatia .</em></p>
<p><em>13.3. person that has been posted by a foreign employer to work in a domestic company, in accordance with the EU social security coordination regulation and trans-national social security contracts, has an arranged status in the insurance of the employer&#8217;s country. “</em></p>

</div><div class="fusion-text fusion-text-61"><p>Simply put, posted workers are people that work for their company and offer services in another country for a certain period. But they are still being inside the social security system of their home country. Posting a worker is always temporary and during that time, the worker is employed by his/her domestic company.</p>
<p>You can post workers in the case of having services contracts that the company enters with a company from some other country that is a member of the EU. Moreover, it is possible to post workers inside a group of companies, but at a department in another country. And finally – posting workers through a temporary employment firm where the firm assigns workers to a company that acts in another country form the EU. In all these instances the <a href="https://eur-lex.europa.eu/legal-content/en/LSU/?uri=CELEX%3A31996L0071" target="_blank" rel="noopener">Directive 96/71/EZ</a> on posting workers is applied.</p>

</div><div class="fusion-text fusion-text-63"><p>When posting workers in EU countries, Norway, Iceland, Lichtenstein, and Switzerland the same rules apply. First, you must contact the appropriate institution for social security in the domestic country. I.e., the Croatian Pension Insurance Institute. Then, you need to ask for the A1 certificate that confirms belonging to the Croatian social security system. Based on the certificate issued with the purpose of posting workers, the employer is exempt from paying contributions in another country.</p>
<p>For it to be approved by the HMZO – posting mustn’t be longer than two years and the person mustn’t be posted as a substitution for another worker. Also, the legislation of the home country (in this case Croatia) has to be applied for the person at least one month before posting. The employer must regularly perform activities in the foreign country where the worker is being posted. Finally, both, the worker and employer, are in direct contact during the posting period. The <a href="https://www.mirovinsko.hr/UserDocsImages/Dokumenti/Izdavanje%20potvrda%20A1/A1%20TISKANICE/ZAHTJEV_A1_IZASLANJE_ZAPOSLENI.pdf" target="_blank" rel="noopener">A1 form</a> is filled by you (the employer). Employer is obligated to notify the HMZO on any changes that may occur (for example, the discontinuation of posting due to unplanned circumstances).</p>

</div><div class="fusion-text fusion-text-65"><p>One of the more important things to know is the duration of the posting. Some regulations of the EU Directive on posted workers may vary, depending on the duration of the posting. In the case of short-term posting (up to 8 days), the regulation on minimum paid leave and work receipts does not apply. On the other hand, in the case of posting for more than a year, all employment rights and benefits of the company’s domestic country apply to the posted worker. Though,  except the regulation on additional pension systems and procedures, and conditions of entering and terminating an employment contract.</p>
<p>Also, when posting a worker to another country, the employee must give the worker a written employment contract or a written confirmation. Document must include the duration of posting, working hours, free days, currency in which the worker will be paid. Furthermore, other benefits that the worker is entitled to while being posted, and the conditions of the worker’s return are stated (according to the <a href="https://www.zakon.hr/z/307/Zakon-o-radu" target="_blank" rel="noopener">Labour Law</a>, (NN 93/14, 127/17, 98/19,).</p>

Still, there are certain situations you must be ready for. After the posting period has ended, the country where the worker had been posted can ask of you (employer) certain documentation. These can be an employment contract, payslips, working hours records and proof of work incomes payment So you should have all those safely stored.</p>

But what does that actually mean in affect and how does it work? Who can use this system and can they benefit from it?</p>

<p>Jurica: Electronic invoice approval is a system that will help you store all incoming invoices in digital form so they can be easily manipulated. This means that when you receive an invoice in any form, you can simply input it into the system and forward it for approval to whomever necessary.</p>
<p>You can have all the data in one place and know when the invoice has been recorded or whether it has been paid. This way, oversights such as double payments and forgetting to pay or possible double inputs of the same invoice are being successfully avoided.</p>

<p>Jurica: Invoices can be received in many ways whether if it’s via pot or mail, data like the invoice amount, PDV, invoice source, etc. If the invoice came in via an e-account, the system will automatically receive and process it. The company itself chooses who is in charge of entering invoices. It could be one or more persons, after which the invoice is forwarded to persons responsible for approval of invoices.</p>
<p>Again, that can be one or more persons, depending on the structure of the company. The system itself sends a mail to persons responsible for invoice approval, in order for oversights or possible mistakes to be avoided.</p>

<p>When discussing the possibilities of implementing the electronic invoice approval system, there are no limits to who can use it. Thus, anyone who thinks they would have use of it can implement it. Still, one of the following factors has to be considered: the number of incoming invoices and/or number of people in the invoice approval chain.</p>
<p>Jurica: Both criteria are important and we can actually say that only a company that has one person responsible for just a few invoices monthly won’t have much benefit except easier coordination. But even if you have only one person responsible for invoices and the number of monthly invoices is susceptible to possible errors, e.g. more than 20 invoices, the system is still very useful.</p>
<p>Also, if you have a small number of incoming invoices, but a few people in the approval chain the electronic invoice approval system will be more then welcome.</p>

<p>Also, only certain people that are authorized can make changes in invoices so any subsequent data change can be prevented. Everything is done so that the data is always accurate, because that is the only way to have a complete financial picture of the company.</p>
